In a move to allay U.S. criticism of prison-made exports, Beijing has dismissed one prison-factory official and rebuked another. The Chinese have also talked of joining the Missile Technology Control Regime and said they’d soon sign the Nuclear Nonproliferation Treaty. Still, State officials are unimpressed. “There’s a lot of talk but not much action,” said a top aide. China is not expected to make human-rights concessions. “The question now is, who will blink first,” said the aide.
